tiny white specks in betta tank

I have a (I think) a 3 gallon tank and have a betta fish and a snail. Recently had 4 ghost shrimp in the tank. I'm assuming they died or my betta ate them, a few days later I find these little white specks all over the top of the water and now have little white things on the glass and swimming...
