Banggai Cardinal Problem

I have a Banggai Cardinal that seems to only be using one of his pelvic fins (what I believe it to be called). It is the first set of lower black fins with white spots, from the front of the Cardinal. It seems like the Cardinal is using his right fin normally, the fin is hanging down like other cardinals fins. The problem is the left fin stays tucked into its body at all times. He swims without any issues but his coloration clearly indicates he is stressed. He is eating normally. And I have not introduced anything new into the tank. System has been up and running for two months. Cardinals have been in the tank for 1 month. Tank parameters are all perfect. Tank is FOWLR, 72 Bowfront w/ custom 29G sump. This is my first tank, first aquarium community, and first post. Go easy on me please. Let me know any other additional information that may be necessary to help my Banggai Cardinal out?
