Is the fox acting off at all? Have the spots grown/changed since you first noticed?
Yes he has the larger black dot I noticed first then a several smaller dots have appeared over 24/48 hours all in a straight line also had a dot on other side that’s of average size towards top near his spikes

Cleaner wrasse will hone in on spots on a fish and their continued biting at them can make them worse, which in turn causes more pestering by the wrasse….

This was my worry as the only other fish of good size is a normal sized coral beauty anyway to stop or reduce him picking on the foxface?

No, when I've had this problem, the only fix has been to separate the fish....those wrasse can be pretty determined!
