Bumps on skin

My male clown fish been having bumps on his skin. I can’t tell what it is. It looks like white heads. The female don’t get it. No other fish have any issue. He is eating fine.
One time I took him out and dip him in safety stop. The bumps disappeared next day but only to come back. I even taken out and copper him for 2 weeks. I make sure there are no bumps before I return him back to display tank. 3 days later I see the bumps again. What can it be? Please ID.
