clean live rocks

Well that's the whole point of bleaching or acid... Starting over.

For the OP, if you want a clean start without buying all new rock use bleach. It's cheap, easy and effective. After the bleach bath rinse then off and soak in water then dry.

Here mine after bleaching. Looks brand new.
this seems easy for non-pro, too. seems a good option for me, too:
  1. mix the bleach with tap water in 30 gallon container => 10:1 ratio as the BRS suggestion?
  2. heater and water circulation => temperture?
  3. throw put my live 100lb rocks in => how long?
  4. rinse, sun dry and store them
  5. cycle them with seeds from my main tank when I need them for my 2nd tank?
is the above right steps?
 
Yes it's totally an option. Neither are better or worse imo.

Knowing what each method does and how it works and finding the comfort level of the reefer is likely most important.

My self I would have taken it the backyard and blown it off with the hose and a pot scrubber and then stuck it a bin with a powerhead. But that's not what was asked.

Do you mean, if just for killing these pest, you would just scrub and hose off to clean these live rocks, and store them in a bin with power head, saltwater, right?

Yes

Yup just for killing unknown or possible pests. Its similar to the fresh water dip reccomended for fish. Then qt in the tub of saltwater.

The hose and brush will remove loose organics.

The bacteria will consume excess nitrate and phosphate over time. (Except in huge amounts)

Basically a qt regimen for live rock.

The hardest pest imo is the aptasia.
