I have a 29 gallon tank. What is recommended for CUC? Are they necessary?

They are but it all depends of you water parameters and your stock? If you get over stocked they are more than helpful in the cleaning proses but won't really help with nitrates
If your tank is really empty I wouldn't worry too much, you'll see when your short of a cleaning crew
