Would rice vinigar work for cleaning power heads instead of white vinigar?

Yes, its the low pH of the vinegar that does the cleaning. I saw a gallon jug of distilled white vinegar at Wal Mart last week for $2.48 and was in Costco last night where they have 1 big 2 gal jug for $3.08 . Good stuff and a gallon lasts a long time if you do not dilute it for cleaning. Add enough to cover whatever you are cleaning to a bucket or container then use a paper towel, old stocking or similar to strain the chunks out and pour it back in the bottle. You can use it over and over dozens of times before its strength is affected and you pour it down the drain and get a new jug.

I use pure vinegar in a bucket to power clean used or dirty protein skimmers. I run them full blast so try overflow out the collection cup back into the bucket. Leave it for a day or 2 and you have a brand spankin new skimmer!
