Cooling fan placement?

I have a 250w MH over my 54 corner that's running too hot. Going to install 2-4 cooling fans on my mounts, but the question is, for maximum cooling where should they be cooling? Better to create air flow over the water surface or point them at the fixture to keep it running cooler? Or point 2 at the lamp and 2 at water surfaces?

In my mh hood, I had one pushing and one pulling air across the bulbs, I used 5" fans. If you have a sump you could put one in your sump area pushing across the top of the sump. It will cause you to have more evaporation.
