Dark Green Algae On Substrate

My substrate is covered with dark green algae. What's causing it? How do I get rid of it?

I have the same problem. Have you found any solutions? My 110 gallon has been running for 3 years. But my live rock is covered with a hard dark green algae. My urchin leaves a clean rock where he has fed. My lighting isn't the greatest, only spent $100 on it. And operating a Fluval 407 cannister filter that came with the used tank. Maybe I'm trying to get away too cheap.
