What I don't understand is that if my nitrates and phosphates are so low wouldn't that starve out algae so how do I still have such a big problem with itthe nitrate being zero is prolly cuz of gha taking it. I think putting the skimmate back will just feed the gha

I am of an opinion, just my preference, to leave the rocks alone. A lot more can go wrong as opposed to good. Just grab a hose, a filter sock, and scrub the rocks with the hose in the tank.
