Help - Fish Psychologists: Dottyback Behavior

I've got a neon dottyback (Pseudochromis aldabraensis) about 2.5" long in a 20 gallon nano which has many holes/caves made with live rock. He is perfectly healthy and active, and is very peaceful toward the other fish in the tank, a small scooter blenny. All water parameters are fine.

Over the last week he has begun to excavate a front corner, carrying sand to other parts of the tank. Could this be breeding behavior in anticipation of another dottyback coming along or possibly the need to customize a not very private hiding place? Any other suggestions?

Personally, I wasn't having much luck getting him to lay still on the couch and tell me about his childhood!
Keep this up and you'll be on that couch.

I have a neon dottyback and he has turned into a jerk. He is going back to the LFS. Good luck with yours. They are beautiful fish.
