Help With Phosphate and Everything

Hi All. I having some issues with my tank (started in March/April last year). My phosphate is pretty high (1), and after using chemipure elite and phosguard nothing changed. I've read posts where people have algae issues for 6 months then its gone, but my alage has never gone. I have to keep scraping algae off the glass every few days. So far I had a kenya tree which is doing good and a hollywood chalice which has had pretty much no growth since October. I don't do water changed regularly, do you think that is the issue? Also most of my fish always stay in the back of my tank, is there a reason for that? Thanks for your help.
 
How do you export nutrients if you're not doing water changes? Sump? Refugium? Skimmer?
 
Everything else is close to zero including nitrates, and my skimmer works fine, although I never really see anything in my filter sock. my tank does have a sump
 
Skimmer alone will not remove phosphates. You either need phosphate removing media, or water changes. Water changes don't only remove nutrients, they also add micro-elements which your coral need.
