Help with this Obnoxious Algae

So I've been fighting this algae for as long as I can remember. If I were to put a time frame on it I would say it's been about a year long battle with this insane algae. I don't even know what it is or how to kill it. I've been scrubbing my plugs with a toothbrush to remove the algae so they don't look like little green afros. I recently had to start taking my rock out and scrubbing the algae off of them just to get control on this stuff. I don't know exactly what kinds of algae here's one type that is very thick and green and there is another that is more of a brown color that behaves like snot. Sometimes it will creep around and envelop some corals.
Just before these pictures were taken I had to clean it off my gorgonian because it was covered in just a mucousy film of this brown algae. Sometimes this brown algae snot stuff will suddenly decide to become a long string that will lead up to the surface from a rock and then get broken into pieces in the current.
Pictured below are both the green and brown algae I'm fighting. The brown algae has been circled as sometimes it can really blend in. As you can tell, a lot of my coral is irritated from constantly being touched by this algae.
What is this stuff and what can I do to kill/get rid of it?

What are your nitrate/ phosphate levels because this is probably the root of the problem. Do you ya ro/di water?

I've tested all parameters and they're all where they should be
Ammonia 0
Nitrate 0
Nitrite 0
Phosphate 0
pH 8
 
The brown strands looks like dinos to me. The green looks like green hair algae.
 
Is this a sumped system with a skimmer? Usually you need to do a multi prong approach,

increased flow and filtration is needed to export nutrients.

feed less amounts of food or feed smaller portions so it’s all eaten quickly.

siphon all the crap out of the sand or get rid of the sand completely.

Arrange your rock work so detritus can be siphoned each week and removed easily.

Sounds like you have Dino and hair algae dipping rocks and frags in peroxide will kill the algae and Dino’s.

Once it’s in check get some trochus snails to keep it that way
