1. How many inches from rim do I need to drill. I will not have a overflow box just pipes
2. Is 1” drain and 3/4” return too much flow for macro algae in sump? Planning doing Triton method.

Drill far enough away from.the rim that there is a bit of space between the bulkhead and rim. Where you drill doesnt effect the water level as much as how tall you make your emergency drain line. You'll be able to use the gate valve to adjust your water level up to the emergency drain. And for a 20 gallon 1 inch may be a bit much, I'd probably opt for 3/4 drain and 1/2 return. Triton method calls for 10x tank volume turn over so you're only looking at running 200 gallons per hour.
