How do I clean this??

So this tank has been running for years, but we just got it cycled again, was running for 2 months before fish. I let algae grow, and now it turned to this. How the heck do I get rid of all this?

What do you mean by the "tank been running for years, but we just got it cycled again", what happened?
 
Im also a little curious about getting it cycled again, Im not sure what that means. How long has this tank been running with the algae?
 
It would be helpful to know your water parameters too.
 
Ok sorry, so the tank was running beautifully and then my sister decided to move rooms and keep everything off for a week so it all died, excluding snails.. she then got it running again for 2 months before adding fish and then we just added 2 clowns, a cleaner shrimp, 2 turbos, and 5 nassarius snails. It’s a fluval 13.5 gallon tank, and all the algae was green and then turned this ugly color. This is not my tank, but I know the parameters were fine a couple weeks ago and it looked like this just not as bad.

Y i k e s turned everything off for a week??? Man poor fish....

Well id test the water and maybe start a water change going and manually remove all the gunk

I would do a rip clean since it’s only 13 gallons , rip cleaning is taking the rocks out sand out and cleaning the whole tank. I did it for my 20 gallon cube and it’s been fine ever since

How should I clean the rocks?
 
Just use tank water to swish all the nasties off of it , no chemicals and honestly an easy fix I can pm you my process if you like
