ich/velvet

So I have been battling ich/velvet for awhile now useing garlic in food, heavy feeding, uv sterilizer and frequent water changes. I would like to use a treatment to try and get rid of this problem ! I dont have access to a QT tank and I have eels so they would be a nightmare to catch ! I have a pred tank no clean up crew and no corals! Can I treat with chloroquine phosphate in my display tank ? Puffer, eels, tang and triggers. also dosage ? 550 liters, 40kg of rock and 30kg of sand. Any help appreciated
