Ick or Velvet?

Usually when we look at a clownfish, we think Brook. Early Brook can present like ich or velvet. The difference is as Brook develops you begin to see the skin sloughing off. In the bottom picture, under the fish's chin is that what I'm seeing - sloughing off?
