Hi can someone help me ID these guy please ??? And is there anyway i can frag them beacuse there are 2 baby underneath that.

It looks like a rhodactis of some sort. You can cut the rock beneath it to gove the baby some room. Make sure not to cut the coral off from the rock.

so i see some video on youtube that they cut straight across the mouth inorder to frag them, is that safe?

Yes, I would do any fragging outside the tank though since it will be easier. Make sure to rinse them well if you frag them since sone corals release toxins when stressed.
