Is this garbage?

Heater has moisture inside. I don't see any cracks. It is only used to heat up my water change water and will never go into my tank. Seems to work fine. What do you guys think?

If water is getting in there's a leak somewhere. I'd be concerned about whats leaking in, and what's potentially leaking out. Personally i'd toss it.
 
Is that a Eheim Jager? I have a 200w one that is getting moisture inside too. It won't turn on unless I have the temp dial over 85. I saw a few posts where people were noticing moisture inside too so my trust in these jager heaters is starting to dip.

Ya aqua, it's a Jager. One thing I noticed is that on the heater it says not to submerge the top part, I wonder if submerging that has something to do with them leaking?
 
I think they're fully submersible and that line is just the minimum. I had 2 200w in my 120 fully submersed and they were ok. It wasn't until I started using one for salt mixing that I noticed the moisture.

I've had 2 of these. The older one said do not submerge beyond this line. The newer one has a minimum water level line like you said. The older one stopped working and got tossed. I didn't even notice that it said not to submerge the top for like a year.
