So for the freshwater dip I heat the water to the same temp of the display tank do I have to float or acclimate the fish at all or just put them in same thing with the bath and then quarantine tank il have to set up an emergency quarantine because I don't have one running at this time any tips on the best method I just purchased a ten gal tank for it

FW dip: yes match temp and PH.
QT: Add some kind of media from your DT to establish beneficial bacteria pronto. I would also add bio spira, it seems to be the fastest way of cycling a new tank (QT) I've just set up both my QT tanks using above mentioned method recently after my tank crashed and all the new fish made it...never had ammonia or nitrate, nitrite spike

^^In this particular situation I would avoid doing this so as to not cross contaminate the QT with velvet or especially brook. The latter can often be cleared with just one formalin or acriflavine bath, so the fish should be transferred into a sterile/clean QT afterwards.

I would also add bio spira, it seems to be the fastest way of cycling a new tank (QT)

He is trying to set an emergency QT tank to cure his fish that is already sick so cross contamination should not be a concern. Would one dip rid of all velvet or brook?

Brook most likely yes; velvet most likely no. For brook, sometimes just one chemical bath is all that is needed for complete eradication. Therefore, you want to place the fish in a sterile environment post bath to prevent reinfection. Using filter media from an infected DT would probably cross contaminate the QT.

For velvet, CP or copper treatment is usually required post bath for complete eradication. However, I feel it is still counterproductive to use filter media from an infected DT (and introduce more velvet tomonts) when "bacteria in a bottle" is available. If those tomonts hatch before copper has reached full therapeutic levels, the free swimming dinospores will just further infect the fish. Undoing the positive results achieved by doing the FW dip and/or chemical bath. Even using water from an infected DT is risky; but its better than delaying treatment for velvet due to no available SW on hand. Filter media is not a "must have" for setting up an emergency QT as it will take 2-3 days for ammonia to build up and even then, doing a WC is always an option for controlling this.

If you do need to setup an emergency QT, place your dry filter media in a bucket with freshly mixed (new) SW. Pour your "bacteria in a bottle" (exs. Seachem Stability, Bio-spira, Dr Tim's) in and let it "seed" for at least a few days before adding to the QT. This time away from the harsh medications you are using in the QT will give the nitrifying bacteria time to settle in and embed into the bio-media. Adding an air stone to the bucket for some gentle circulation (and O2) is a good idea as well.
 
So do I float the fish before putting them into the fw dip and the same to qt
 
Fish are still in the dt as of right now didn't have time to set up my qt yet hoping to get the meds and bio Spira tonight Mix. My saltwater tonight so I should add the fish to the qt after the bio spira has sat for a couple days correct all new to this stuff as well as add te Royal gramma with them
 
And for the water in the display tank I will still have a mandarin stay in that tank will the dosease which ever it is ich velvet or brook stay longer because the mandarin will stay in there I know it should take a month or so for it to go away I guess but do I do anything to the display tank water that would be safe for the mandarin enem and corals
 
Fallow should be 78 days, having your mandarin there will defeat the purpose of going through the whole process since ich, velvet will have a host remaining in the tank.
