Water changes never hurt if done correctly :)
 
A descriptive title is always helpful, such as: “Is .4ppm phosphate an issue?”. That lets people who are knowledgeable about the subject respond.

Water changes never hurt, ideally would be closer to .1. I suppose it depends whether you have basic soft corals and fish, or want to keep acropora etc.

They are fine no one seems to have a issue nitrates are so low I just don’t want to do a water change
 
a 10% water change is going to result in PO4 at 0.36 so keep that in mind.


If NO3 is absent, that might limit the uptake in PO4 since coral/cheato growth needs both.



GFO is very effective in reducing PO4 without throwing off other numbers, but go easy and slow as bottoming out PO4 can result in bigger problems

I am not a chemist or biologist, but from what know there are many ways to introduce phosphates into an aquarium so feeding would be be linked to decaying uneaten fish food or fish feces. Neither could be processed that quickly.

As for testing, I believe testing as the same time would result in more reliable numbers as trend is often just as important as are the individual absolute numbers. Testing at the same time eliminates any intraday swings. Although I find NO3 and PO4 to test fairly consistent throughout the course of a day.
