Looking at the instructions, that is probably the case... Not sure how big a 'drop' is; but 21 drops is probably a lot less than 20 ml... I would do as large a water change as possible to dilute it... I would also do the math to figure out how much of an overdose it was... Also keep an eye on the livestock for ill effects. Do you have a QT system you can use in case things go south?
