Cleaning it may actually exacerbate the problem a little, at least till it slimes up some inside there. I would bet that any residual bubbles you are seeing come out the pipe will subside as it breaks back in pretty quickly.
A couple thoughts,
You can try dropping the water level in there just a little or raising the skimmer an inch or so. At 10 inches your water is about an inch over the recommended water height not huge issue really being at 10" but lowering the water height may help. Looks like you could open up the valve a little and let it skim dryer as well. That would help raise the bubble mass in the skimmer body a little.
In all honesty, I wouldn't say the bubbles are really an issues unless they are making their way through the cheats and into the return area. Are you seeing a fair amount of micro bubbles in the display?
