Moving frags

Is it bad to move newly added zoa frags around. I can't decide where to put them?

It is best to leave all coral alone as much as possible, but imo finding the right spot for the coral to thrive is more important than leaving it alone in a poor spot.

I have them just in the sandbed in the front still on their frag plugs. Is it okay that the hermits and snails keep walking on them and picking at their rock?
