I purchased two Aquaclear 20 power heads. Just discovered that I need 20x per tank size in gallons a hour of water circulation. For my tank the would be 400 gallons per hour. The two Aquaclear 20s pumps out a combine of 254 gallons per hour. I just ordered a power head 70 that wiill circulate 400 gallons per hour. Is the 254 galons an hour good enough to get my cycle going?
 
To get your cycle going, absolutely!

Water flow is really important for SPS corals, and can help with keeping detritus from settling out of the water column. Some inhabitants like seahorses and filefish need low flow as well. You may find those pumps are fine for your tank.

If you plan on relying on the aquaclears for your in-tank flow then certainly go for the stronger one. If you plan on using a powerhead/wavemaker then the GPH of your aquaclears doesn't really matter. Your rock will do the majority of your biological filtration, the HOB's are just there to take particulates out of the water column.
