NEW TORCH SPAWN? Unsure

I don't see anything that makes me think it's spawning (releasing gametes), so I assume you meant to ask if it's splitting?
The photo is too blue and does not really show the coral at a good angle. What specifically are you seeing that makes you think it it's splitting?

Have a picture of any of the torches in your tank? is this relatively close to one? Odd and i can tell it is tiny due to the frag plug in the background. Any other pictures?

That's quite the cute interesting little polyp.



To be honest its just too small to really identify yet.



It could be a torch...or maybe goni, alivpora...or most likely even a mushroom.



What corals do you have in your tank?

When a torch or other corals spawn you can sometimes catch them releasing.

The little white specs are the torch spawning.

Have you noticed any corals doing this rlin the past monrh or so?
