Our son gave us his reef tank when he became stationed in Hawaii. So I have a few questions…

1. Do I need to clean the rock-they are green in natural light and almost brown or black with the blue light

2. Aiptasia has gone wild. Shrimp, surviving ones, are waiting to be fed, they are eating the fish food and not the aiptasia-suggestions?

3. Royal Blue Tang hides all the time, can I move the rock around to encourage to come out of hiding?

I would not really clean the rock personally. If it is full of a nuisance algae like gha/bryopsis/etc then may do something.

Peppermint shrimp are hit and miss whether they eat aiptasia(even if they are the true peppermint shrimp). Lots of natural predators that "may" eat aiptasia. The only one i believe to always do so is berghia nudibranch. In the right tank they can do wonders...but depending on the livestock in the tank they may just become snacks.

I would not move the rockwork. The fish is hiding because it is scared(or whatever a fish feels in new surroundings that it is not comfortable in). Switching up his environment is more likely just going to delay the time it takes for him to feel comfortable being out and about in the tank.
