Just blow it off with a turkey baster or your hand, I am not sure on an ID. It could be slime/mucous from a soft coral that just drift over the coral. It does not look like mesenterial filaments.
 
Possibly sweeper tenticles from other corals.....what other corals are close by?


Or possibly vermetid snail's mucus web.....do you have these tube like things in your tank?

There is a torch under it. And yeah i have. Some. But its not bad right
 
Torch corals put out sweepers at night....up to four or five inches long. I think that's your culprit.
 
I have seen that anytime a major disruption happens in ur tank. Whether it be moving a rock or moving ur whole tank.. Its the coral that spews out this protective coat and I'm sure it's chemical warfare. Protecting itself and saying its mad
