Please ID this Algae/Bacteria

Please let me know what you think this is? I'm thinking Dinos but not really sure. It covers everything, rocks, glass, dead parts of corals. Goes away at night, comes back with lights on.

How can I get rid of it once and for all?

Looks like dinoflagellates to me.
