Powerhead in refugium?

I'm adding chaeto and copepods to a bare refugium. I've set up an led panel to run on it. I have a small ph I put in it. There was no movement at all in the refugium. I plan to add red mangoves or red gracillaria later. Am I on the right track? I've read mixed things on bare bottom refugiums

I have a bare bottom fuge and used to use a powerhead to keep things off the bottom but it got clogged a lot with chaeto. I have since drilled a hole in the back of the sump with a bulkhead and lock line from my manifold. This allows the water to go in and sweep the bottom without the intake getting clogged.
