I'm wanting to do a QT of about a month and in order to reduce water changes I was wanting to do it in a cycled tank. First I filled the HOB filter with nothing but filter floss, then I had the idea I could put some bio balls in there also. Then I was thinking why not have the whole bottom of the tank be bio balls? I could easily sterilize them unlike rock or sand. Anyone do this? Is there any point in doing this? Or is the filter floss alone enough?

I would use a sponge in the HOB, cheap and sufficent for bacteria. I personally use a sponge filter and some siporax. I like to use bio-spira as well (not cheap) and cycle it with ammonia if its my first QT. If not, i keep cycled siporax and sponge filters in my sump, just move em to the qt. The downside to all the bioballs on the bottom is that they would likely trap a lot of food and detritus and make siphoning the bottom of the tank during water changes a pain/less efficient.
