im going to change my sump to a better one so in my old one it's only 4 mo old so should I take the old miracle mud and sand live rock and put in the new one or get all new?

Usually disturbing the bed will kill a lot of the fauna and bacteria. If you do reuse it I would let it run seperate from the main for a while to make sure it does not crash your system.

I would as soon as the dust settles. To introduce nutrients. You will still get a bloom but I don't think it will cause a crash. The ammoniaspike from a die off combined with toxic gas build up from decay will be a lot worse. I think. ;-)

What's not worth risk using the old?

Sorry, should have been more specific. Keep the rock, but I too recommend using new mud and sand.
