We don’t know what is in it.

I thought we knew what is in it, but not necessarily the amounts. MarineDepot's listing says: "The reagents in RALLY are blended by a proprietary method that renders RALLY much more effective than the sum of its parts -- i.e., acriflavine + aminoacridine + an activator (miniscule amount of formalin)"

Right - we still don't know the concentrations. Without knowing the concentrations we really can't say much about potential efficacy. Given that this product has been around a long time, and that threads asking about it efficacy have been around just as long, and given that the results are about the same for people using the product and not using the product, and given that I have never seen any evidence (besides testimonials which are not great evidence) from the company about the efficacy of the product, and given the several times I have tried it with no useful results, I wouldn't use it again.
Saying "a proprietary method that renders RALLY much more effective than the sum of its parts" is a pretty extraordinary claim, and extraordinary claims require extraordinary evidence.
 
I've used it a few times prophylactically on fish. They seemed to tolerate it fine. Whether it actually helped anything, who knows. I now do H2O2 baths instead.
