I got a Sebae anemone the other day and think I finally got the right flow on it. What’s the key to getting there tentacles to stretch out still bulbs atm

For starters, put it in the sand, that’s where they live. I hope you have a mature tank as sebae anemones are one of the most difficult to keep.

The anemone will go where it want. Give it bright light and gentle flow and it will stay put. It looks like a Crispa, which is a rock dwelling anemone.
It is unlikely to be a Malu which is the other anemone that often called Sebae anemone. Malu stays smaller about 7-8 inches and stays on the sand.
