Sick blue tang

I have a problem with my blue tang. He’s in QT with two other fishes (they seems all fine btw) for a month now because of brook. He’s after 3 formalin dips (each for around 60 mins). He eats normally, I give him AF fish V and AF garlic oil with food. 3 days ago I found white spots on him, they not really define. Yesterday he started to breathe fast and scratch himself, so today I put him in FW dip for 5 mins. Any ideas what is going on and what should I do with him now?

Do you know the concentration of the formalin dips that you used?
It may take 24 to 48 hours after a FW dip to see any improvement (if it is flukes). Rapid breathing can also be caused by velvet, but the other fish would likely be affected.
