Tank crash

Maybe someone can help me because I'm stumped... My 200L display crashed 3 weeks ago because the seal broke (everyone's nightmare). long story short everything from the old system ended up in a new tank with a new filter. I used all of the old media, gravel and rock though... something went wrong because my ammonia went off the charts and killed all the bristle worms in the tank (yay) causing huge levels of ammonia (as expected). it's been 2 weeks now, several water changes, 2 bottles of Dr Tim's, macro in the tank, plenty of surface agitation and my ammonia simply won't drop below toxic (2ppm). any ideas?? I've checked all the rock and substrate for dead things and found nothing.
 
That is likely the issue. You really have to rinse the hell out of sand to reuse it otherwise the aerobic/anaerobic has a mass die off.
Ah, well that explains what happened.. So my question now is what should I do? I really need to get everyone back into the DT. I've got a tang, coal beauty and filefish all squished into a 30L QT I had running and they're not enjoying themselves. Would putting another bottle of Dr Tim's one and only be the best option, or dump all the water and refill with ocean water? Those are the two options I'm thinking of atm.. there's definitely some bacteria in there because I've been through the nitrite cycle and it's been stable for 2 weeks
