Turf algae bloom, need help !

I have a 60 gallon dt with a 30 gallon sump, 50ish lbs life rock up top, 20lbs rubble in the sump. 3 chromis, 1 tang, 1 target gobie, 1 sand sifting star, snails, 12+ hermits and 1 cleaner shrimp. My filtration is a well established algae scrubber, protein skimmer and filter floss. marine orbit led 10hrs on, ive shut them off as long as 36hrs with no change. I only use ro water, nitrates read 0, water changes havent helped. Little turf algae blooms are spreading all over liverock and on top of the crushed coral substrate, which is about 2" deep.

Do i need to remove all the liverock and substrate? How would I do that without crashing the tank?

No, No. No need to go that drastic. I know your running an ATS, but could you list your Phosphate reaading?
Sea Hare would take care of that quickly for you.
 
Agreed the biggest mistake people make in this hobby is making to big of a change too fast. You must still have some nutrients in the water from something. What are your nitrates and phophates testing at. What test kit did you use? (Some are far more accurate than others). Once we know your numbers we can help you solve your problem.
