Is there such a tool that has strong enough current to siphon out unwanted stuffs in your reef. Such as algae on rocks or those blue cloves that tend to take over your tank? Something that's water proof and could be turn on and off with just a switch on a button. Kinda like a wet-vac but but for aquarium?

None that I've heard of. Red slime algae will come right off with little suction, but other forms of algae are affixed to the substrate much more strongly. Same goes with the cloves. They peel off relatively easily, but could potentially grow back.

I just siphon into a bucket on the floor. I recently had to remove a bunch of sand from my system, just a simple length of 1/2" vinyl tubing.
