hello,

I am wondering what this stuff is and is it a good sign? My tank is cycling and I had the ammonia spike and now i am in a nitrite spike but my natrates are also high. What's that mean? Water change?

Sounds like a typical cycle, no water change nessacery at this time, just wait until you see no detectable ammonia or nitrites. If you continue to have elevated ammonia and nitrites after week 4 then a small water change just in case the cycled has stalled.

You're seeing the typical collection of detritus, bacterial growth and die off. A turkey baster will remove it, just siphon it out when you do the water change or use a power head and let your mechanical filtration do the rest.
 
The black is die off of the live rock, thats going to cycle your tank for you. All looking normal. No need for a water change.
