I have these in both my sump and display. What is it? And good or bad?

That is the foot to a Mexican turbo snail

When they die cuc eats the meat and leaves that foot and shell left over

Yeah, that is the operculum from a turbo snail, like a little door if you will. The presence of those is pretty normal, snails die sometimes.
