So my refugium all died and I got this stuff growning. At first thought it was DINO then cyano so I did chemi clean treatment nothing happened. Waited a week now I'm 24hrs into a second chemi clean treatment. My phos was 0.08 last night what you'll think it is

Sadly so I believe you are on the money with Dino’s. There is a HUGE threat towards identification and treatment. Controversial, too. Many believe the nutrients are too low. Vibrant may help. It this comes off overnight, possibly UV sterilizer.
 
I don't have a microscope..... dang what you think vest treatment I was just looking at dinox
 
There was a post for ID, using homogenized bakteria through coffee filter to test for visual adherence of Dino’s. could not find it back on the quick. I thought Humblefish wrote it up.
 
Unfortunately dino but can be beat.
First action is to verify your phosphate and nitrate levels for elevated readings.
Prepare by starting with a water change and blow this stuff loose with a turkey baster and siphon up loose particles.
Turn lights off (at least white andd run bkue at 15%) for 5 days and at night dose 1ml of hydrogen peroxide per 10 gallons for all 5 nights
During the day dose 1ml of liquid bacteria (such as bacter 7) per 10 gallons.
Clean filters daily and DO NOT FEED CORAL FOODS OR ADD NOPOX as it is food for dinos.
Day 5,, you can start with blue lights - ramping up and work your white lights up slowly

Sorry, this would be a non microscope test for Dino’s.

Collect a sample in some tank water. Agitate it and pour through a coffee filter. Set it in window for about 30 minutes and see if it reforms/clumps back up. If so it is likely dinos.

I find peroxide more effective. DinoX for me was a waste of money

Chemiclean is erythromycin and can be absorbed with carbon.
Dinox will have different results pending the Dino strain. It certainly did not work for me. Vibrant may be more likely to work than Dino X.

I tried vibrant in my old 60 and only got cyano. I did the chemi clean cause I was hoping it wasn't dino

Dino’s-cyanobacter-algae
One seems to go from one extrem to the other.
When I had Dino’s, I decided to go into algae farming to overcome them. Months later, I moved away from algae. Got some Cyanobacter back for it!

Yes. Red promotes algae and green similar. If you dont have light sensitive coral- do a blackout . If you do, bring blues down to 10% and nice lights !!
 
A more recent post had the interesting approach that maybe getting rid of Dino’s is not working and focussed more on overall tank balance and stability.
What I am trying to say is: go with the blackout. There is no, if any downside. You may even dose 3% peroxide during. But sadly be prepared that Dino’s could return. So the blackout could solve your problems or move you forward only.

My tank get a bit of natural light so a blackout will be hard but do able, coral should be okay. I live in ny so I'm the middle of a blizzard it's gonna be a next week job. But I'll also try the peroxide

Your nitrates are too low. This could help Dino’s to outcompete the competition (with the usual disclaimer that there is a different train of thought).
Blackout? But aluminium foil and tape. Be careful to make sure access to oxygen and that the temperature does not raise. Lost a colony before, not realizing that I did in fact increase isolation.
