That clown goby looks dreadfully underfed.
It may be worth separating him from the tank with the clownfish until you can get him fattened up a little better and more capable of food competition.
Regardless of any bacterial or parasitic infection, which there also may be, he needs to be in good nutritional health for any prophylactic or reactive treatments he may need.
