White Stringy pattern on rocks over night

Hello,

Can anyone tell me what this white stringy substance is that showed up on the rock work overnight? The part on the right is now hanging off and swaying in the water flow. It is an interesting tight circle pattern about one inch in diameter total.

Hard to tell from the blue light pic, but could be snail eggs.
