I got some lots of dead rock and this is what I am thinking of doing so cure it
Get 10 gallons of wind mill purified water
Dump it in a container with the rocks
Throw in a one gallons of generic bleach and let it sit for 5 days
Throw out the water and rinse again. With wind mill water very good and put another of ten gallons of water with a cap of prime wait one day and then throw out the water
After this will the rock be ready to be put in my establish reef ?
 
I was also thinking of using tap water but I am afraid of metals or copper that might leach from my the pipes
 
I would just use tap water,
Then after the bleach bath, rinse a couple times, then do a soak in tap water and a dechlorinator, like API Tap Water Conditioner. It's cheaper than Prime. I'd use it at 10x the recommended dosage.
Then let it air dry for a day or two.

I use tap water for many things. Washing and rinsing, etc.
I have copper pipes in my house.
I have also done exactly what you plan on doing with the old rock.
As far as copper in the water from your plumbing, if you let the water run for a minute or two, any water that has been sitting in the pipes that has been in contact with the copper pipe for any length of time would pass down the drain.

But if you feel better about the whole process using a distilled water or a rodi water, then by all means go with your gut.
I'm just relating my experiences with the whole bleaching rock thing.

I also want to add, that if the rock you are planning to bleach was really old and nasty, it may have a ton of phosphate ( one of the things not good in a closed system) locked up in it.
It may be more prudent to get new.
