So I'm planning on setting up a work nano. I'm planning on a little sand on the bottom for looks, seeded with sand from my dt and fuge. I will also be pulling rock from my sump, which has been in there over 3 years.

My question is...if I do the above-mentioned, will I have a cycle or not? I'd like to set it up and have frags and fish in the day I take everything in to work.

IMO the rock should be cycled. I would definitely rinse it off thoroughly though as it probably has a lot of detritus/silt built up on and in it from being in a sump that long. The problem with adding frags and a fish is not the rock but the tank itself not being cycled. Until the nitrifying bacteria have been built up on the glass, sand,equipment, and in the water itself; you run the risk of an ammonia, nitrite, and nitrate spike. Using established sand, water, and rock should cut down on the time it takes to cycle; but it won't eliminate it entirely. Again my opinion.

That is basically what I just did. I cycled my sand and rock in a tub with a pump, heater and lights while I waited for my tank and all equipment to deliver. When I transferred everything over to my tank, I never went through a cycle. I used some of the water in the tub and I was good to go. Since your LR and sand are in a tank already, you shouldn't experience a cycle as long as you move quickly to avoid any die off.
 
It's a 30 minute drive to work, so I planned on using about 5 gallons of my tank water, then finishing with new water. The rock and sand will go in a bucket of water, so it stays covered in water the entire time. The tank will have a skimmer and chaeto in the chambers.
