This is the very dirty skimmer that I hope I can get working...
It's missing the "valve" in the stand pipe.
 
I'm not sure what you mean...
There should be a second pipe with a hole down at the bottom and a cap at the top inside this tube.

looked, do not have stand pipe, that's what you are looking for
@Projects with Sam do you happen to have any spare parts for one of these?
1st see if pump works, the we'll try to find part, may have one ? i'll check... ;)
It looks like the design is a different than normal design. Instead of a PVC pipe for the control valve it has a built in ball valve in the Tee at the bottom.

@Calmwaters That's going to be a pain to adjust but once it's dialed in it's good to go I would assume.
 
My tanks are both old, but I did supplement regularly when I had delicate pod eaters just to insure the supply kept up with demand. I have fed phyto, but never as much as recommended. I was cautioned early on that it can cause an algae bloom.

Yeah, I’ve been cautious on most “recommended” quantities of additives for my tank. I’m just to new and inexperienced to know when a little bit more is ok. Even though I dose phyto daily, it’s been a wee bit under the recommended. I’m just now starting to come up a bit.
