is this passable for prophylactic treatment of ich/velvet?

I have been keeping my display fish only at 2.0 or so, however, life got in the way past 10 days, and it dropped to 1.71. I just redosed it up to 1.9, assuming 1.71 is the lowest it went, should it still be sufficient?

It should, the therapeutic dose is above 1.5. Although, @HotRocks described a strain of velvet that survived 1.75. Not sure how frequent that particular strain would be.
 
You should be fine, as long as it stayed over 1.5
The likelyhood that you have a strain in your system resistant to 1.5 or 1.75 copper is highly unlikely.
