1" bulkhead drain

I recently bought a 40 breeder that was already drilled but was drilled with two 1" holes on either side. On one side I added a reducer down to 3/4 for my return, I'm wonder how I should go about my drain.

I was thinking of making a weir and glue it inside the tank over that bulk head and just run a 1" pipe down to the sump put a end cap on the top with a 1/4 hole and add a air line tubbing to it.

My question is I know I wont have an emergency over flow but seeing I'm onlying using one drain will I still need to add a gate valve to the end? My return pump is a DC jebao 3000.
 
The purpose of a valve on the main drain is to create a full siphon to decrease the noise of the water draining to the sump, but that should only be done with at least 1 other emergency drain. The valve will eventually clog, causing the water in the tank to rise and eventually overflow. Do you have any pictures of where the holes are drilled in the tank?
 
I don’t know if I would chance just having one like that. Had a snail get stuck in mine once, didn’t know until I looked in the pipe (most likely weeks) my other two drain lines kept the water moving. But it’s up to tou

No I left for work there both at the top of the tank on either side but I could do that and do a hang over I wont be able to drill it again

Yeah that's my concern as well about the single drain
