10 gallon without HOB

My dads wants a reef tank that I will be taking care of but I had one question. Could I do a 10 gallon without a hob ? It will just have the power head and lights , all live rock and sand from my DT

As long as you do consistant weekly water changes with a low bioload it is completely doable
