How many clowns can I get at once when my tank is ready for fish?
Generally speaking, with clownfish it's 1-2 fish/tank is safe. Expert aquarist have some success keeping large groups in clownfish harem tanks, but this is not typically advised unless you really know what you're doing.

If this helps, I started 14 of them in a 50 gallon drop off tank with no issues

Anemones require very stable tank conditions that you typically don't see for at least 6 months and likely a year or more, especially if you started you tank with dry rock and sand.

Intriguing. How is this going? They look like juvenile fish, do you anticipate any issues once they are adults?
 
Why the wait on anemones?
Anemones dont do well in tanks under 4 months even up to six months because they are generally sensitive to water changes and require Good water quality which often requires water changes. If unstable, can result in death and affect the tank parameters. They dont even like water changes
You want to take the time to get parameters just right and let the system cycle for16-20 weeks which will assure that conditions are stable and safe for the anemone. Acclimation will also be important at introduction
 
Is there 1 female Per tank or 1 female per pair?
When you place this many, you dont know what you'll end up with. I have 4 breeder pair out of the clutch. Also clowns can change sexes, so a potential male can suddenly be a female
